10. Powers not delegated are Reserved

Original quote from US Bill of Rights: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people."

Authorities and powers delegated by the people to this level of government via this Constitution are to be strictly construed as an exhaustive list. All rights and powers are assumed to be retained by each individual person unless specifically delegated via this Constitution. Government has no authority to do anything not specifically allowed by this Constitution. Any attempt by the government or any agent thereof to exceed its authority or otherwise violate this Constitution is a crime.
